The government is finally waking up to drafting a new child abuse law. The Bill is silent on what will happen if the bullying or sexual assault is committed by another child.
It also does not have an explanation ruling out consensual sexual encounters between two children from its ambit. Finally, it only protects children in institutionalised settings - street children, for example, have no protection.
